Washer Location? Empty Washer Location?

Should the washer be the other side of the exhaust bracket?

I think the rubber should perhaps be up against the exhaust bracket?

according to a microfiche I have just looked at the rubber washer should be on the other side between exhaust and bracket

According to this fiche your set up is correct. It's not a washer, but a spacer.
