You can get USB ports that you can fit into a hole in the bodywork. They have a screw cap to keep the water out, but can be accessed from outside the bike.
I often charge things on the run, so mine's best inside. I also have a 12v regulator so I don't fry any more of my 12v gear.

FWIW I've got a cigar lighter socket wired direct to the battery and I leave the phone on charge under the seat whenever I'm at rallies. In fact all my mates take it in turns to charge theirs as well because the lazy buggers haven't bothered to do the same! Never been a problem.

It's likely most 5v USB converters probably have their own regulators, but I also run 12v devices, so I've spent the extra to get the original feed cleaned up. Have done some expensive damage previously!

Not forgetting a fuse on the initial 12v supply, just in case!
