Are the footrest hangers the same across models (say 1994 and 1998?)
I ask because I need a replacement, but can't find the exact model number for my 1998.
There's one for 1995 that looks the same in the diagram, but has a different model number. I assume the only real changes were cosmetic (and brakes etc), but that the frame design stayed largely the same. Would this be right?
I'm in a bit of a pickle in a foreign country and missing a footrest hanger that can't be repaired, so any advice would be greatly appreciated!

Yes, all the same.
I've bought, all by online shopping over the years, footrests from hein gericke, Busters and from bertrams bike bits. All have stated that they fit the cb500, all didn't. I filed the hein g ones a bit and they are ok, the other sets went back and both were "lost" by the original seller. I got one gpo refund but moral of the story, its a lottery and sellers aren't that bothered.

The RHS is different for drum and disc rear brake. The footpegs are the same though.

Ah, I'm referring to the actual bracket the footrest attaches to, not the footrest itself.
It seems to be a common problem because there are a lot of LHS brackets, but not many RHS brackets available.

The LHS hangers are the same throughout, which is why they are more readily available. Also, the Racers hoover up parts which is inconvenient for us road bikers.
Strange. The image I'm seeing of the RHS hanger has the slot for the slave cylinder, it seems.
But looking more closely, I can see what you mean. There's no hole to mount the return spring (though the boss is there, so it can be drilled) and there's no mount/rotation point for the pedal itself - some modification could make that work though.
Slave cylinder mounts at two points. There's a hole for one in the older style RHS bracket, but another could be drilled out.
Everything else is the same/similar.
