If it still leaked after you have swapped the tap then the tap probably isn't the problem or both taps you have are leaky.

Have you looked at the diagram here:

http://www.lingshondaparts.com/honda_motorcycle_parts_selection_pfk.php?block_01=13MY5WEA&block_02=F__1300&block_03=1612

I wander if the O-ring (no 4 in the diagram) needs replacing or might just be non-existant, causing your tank to leak and then drip down onto the tap.

Have you looked at the problem with the tank off the bike? If you get it higher up (on a workmate or similar) then you might well be able to see underneath with a torch and see where the petrol is coming from.

As you can see from the diagram (I think) there are four screws in the back of the tap, if the petrol appears to be coming from inside the tap it might be worth taking them out and having a look.

While you are there you could renew the diaphragm and some other bits with one of these kits:

http://www.ebay.co.uk/itm/Honda-CB500-1994-1995-Petrol-Fuel-Tap-Repair-Kit-854649-/150945953764?pt=UK_Motorcycle_Parts_13&hash=item23251477e4

which might help.

Good luck.
