Does this look wrong to you? Speedo Cable
It's been like it since I got the bike, but a friend seems to think that the speedo cable should go behind the fork, not in front of it.
As it is now, it's not tight on either lock.
Is he right?

Right enough, on unfaired models seems it's usual for it to run behind. (ok, have been lookin at some on fleabay tonight ). On my faired S model it is routed to the front of the forks, like yours, but obviously concealed.
But it doesn't jump out at me as being obviously "wrong" & as it is not under any strain at lock, it shouldn't make any difference.
Unless you were to become OCD about the aesthetics of it, of course....
